An employee assistance programme is support, not workload control

Estimated 2 minute readFor chief executives2 sources

An employee assistance programme can provide valuable help, but it cannot authorise additional staffing or change the commitments creating pressure.

The performance question

An employee assistance programme can be valuable precisely because it provides help outside the immediate management relationship. That value should not be confused with an ability to redesign the employee’s job. A counsellor cannot usually remove a duplicated approval, change a service promise or provide competent cover for a vacancy. When a business responds to every pressure concern by repeating the assistance number, it may unintentionally suggest that the working arrangement is beyond discussion. Corporate wellness needs both accessible individual support and management action on the conditions management controls.

What the evidence supports

NICE recommends organisational approaches as the foundation of workplace mental wellbeing, alongside individual and targeted support. HSE asks employers to assess work related stress and act on identified risks within the relevant jurisdiction. These sources support a distinction between helping an individual and addressing the work. They do not imply that an assistance programme is ineffective, or that using one indicates a failure by the employee or employer. People may seek support for many reasons, including circumstances outside work.12

A practical approach

Keep the support route clear and accessible, including appropriate urgent help where needed. Separately, give managers a process for examining reported workload, role conflict or insufficient resources. Explain what can be discussed operationally without requiring an employee to disclose a diagnosis. Agree actions with the relevant decision maker rather than sending every concern back to the individual. Respect the confidentiality of assistance provision and do not seek personal session information to evaluate management performance. Ask the provider for clarity about service boundaries and escalation arrangements, not promises to resolve every cause of pressure.

How to review progress

Review whether concerns about work result in practical changes as well as signposting. Monitor access and broad feedback proportionately, without treating use as a diagnostic measure of the workforce. Check whether managers know the difference between offering support and completing an operational risk response. The most useful arrangement is complementary: people can obtain appropriate help while the organisation examines the demands it creates. A business should not ask its assistance programme to perform a management function, any more than it should ask a line manager to become a clinician.
